Outline of persuasive speech AGD- A story of a black man who experienced police harassment while reporting his ex-wife for illegally taking the custody of their daughter, and the plaintiff is accused of kidnapping his ex-wife to the police station and is held in custody. Transition- Police brutality is every day worldwide, but how much and the world tell about the cause and the impacts of police brutality on the civilians, or rather the defendants. Significance● Graham et al. (2020) argue that in most incidents, police brutality is connected to racial discrimination of the minority groups, especially with African American families. ● Police brutality results in physical and psychological torture, and in most traumatizing situations, most victimized families experience the death of a relative (Avery & Ruggs, 2020). ● According to McLeod et al. (2020), police brutality is a long-lasting psychological trauma to the victims and the witnesses. The issue results in increased anxiety, restlessness, and depression as the police compromise their roles and attack individuals without power in society. Preview- Police brutality cases date back to the 19th century, but the problem has not been addressed effectively since then. Body I. Physiological factors ● Cuncic (2021) explains that the mental health of the offending officers plays impactful roles in causing brutality in the community. In 2019, most of the officers reported engaging in abusive practices and reported having high PTSD symptoms. ● June 11, 2021, The Washington Post: the police shoot and kill approximately 1000 people annually in the U.S. However, since 2005 only 110 officers have been charged with manslaughter and 42 convicted. The post further questions the organizational-level factors as it seems the use of force is legitimized, and nobody can say anything about it as it is common. ● Morin (2020) argues that racial stereotypes influence not only one’s behavior but also their emotions and micro aggressions resulting in poor decision making. II. Types of Police Brutality A. Types ● BBC News: George Floyd, a 46-year-old black man, died pleading for relief, saying that he couldn’t breathe after being arrested in 2020 in Minneapolis. ● Global News: Breonna Taylor, a 26-year-old black woman, was shot dead in her apartment in 2020 in Louisville due to a search warrant that white police officers were performing. ● CBS News: Eric Garner was killed in New York in 2014 while in an unlawful chokehold by a white officer. Garner pleaded 11 times that he could not breathe, yet the officer responsible for his death was not charged. A. Pros and Cons ● Police brutality is an obstacle to peace and development. Shores & Evans (2019) argues that police brutality results in misconduct and corrupt encounters to avoid charges over a criminal offense. ● Hodge & Ortiz (2020) argues that the rise of police brutality has led the global community to embrace technological advancement in police body cameras as an objective and accountability tool in the prevention of the issue. Purvis & Blanco (2020) claims that the lack of strict policies at the organizational levels has led to misuse of power hence police sexual assault against a suspect. Police brutality knows zero boundaries on human rights and the importance of protecting them. Transition- The failure to serve the professional purpose of the police officers is a significant reason for the legal implications of police violence and brutality challenge. III. Legal Implications ● Issues regarding police brutality and violence have found their way in and out of the court system. ● Through the previously analyzed case examples, it is clear that most of these issues are based on racial stereotypes and prejudice against the marginalized groups in the global community. ● For some of the cases presented in the courtrooms, the victims and their families have found justice with the conviction of the perpetrators for the murder of assaults. As in the case of George Floyd, the defendant Derek Chauvin was sentenced to second-degree murder. ● However, some of the victims of police brutality are yet to find justice due to a corrupt system. As in the case of Eric Garner, the perpetrator, Daniel Pantaleo, was not charged with the crime but was fired from the Police Department and stripped of his pension. Though still not enough punishment for the crime. ● Police brutality is a violation of civil rights hence the need to reform the policing bill. ● The Human Rights Watch (2021) provides a variety of legal approaches to fighting against police brutality. Conclusion- Through the analysis of the physiological factors, to the various types of violent cases, to the legal implications, it is crystal clear that the issue of police brutality is a racial stereotype and abuse of power kind of problem that affects the global community due to the abuse of civil rights. Therefore, the federal government system needs to introduce implicit bias training, improve the disciplinary and supervision measures and provide mental health support for the police officers to help reduce and prevent police brutality.
